While highlighting the aims, objective of ATMA, ATMA District Training Officer IP Tewari encouraged the IDEA farmers to avail the service of ATMA and KVK to improve their agriculture management skills to improve the productivity of their agriculture as well as livelihood.
KVK programme coordinator Dr. A N Tripathi while briefing the vision and mission of ATMA and KVK, asked IDEA Project Coordinator to select 10 farmers from different villages, who are really interested on farm activities, so that they can train them and make them role model for others.
IDEA Project Coordinator Sanjit Basumatary appreciated ATMA and KVK for organizing the training programme where the farmers were given chances to share their problems and understand the farm technologies that were shown by the resources persons.
IDEA Deputy Director Sr. Lissy, Field supervisors was also present in the training programme.
Subject matter specialist (SMS) in horticulture conducted training on ‘Cultivation Practices of Orange’ while SMS in Agronomy briefed the participants on ‘Vermi Compost. The SMS in Agriculture Extension explained on ‘Zero Energy Cool Chamber’ in her training session.
Altogether 47 farmers from different villages of Kamporijo –I & Kamporijo –II attended the programme.
Annual conference of HTE rescheduled

In West Siang district, the DEO M K Sahoo has asked all officers entrusted with election duties to function in a more effective way as per ECI guidelines.
Addressing the members of Flying Squad and Video Surveillance team in presence of Central Expenditure Observer at Aalo today, Sahoo said, “as the campaign is likely to pick up momentum after the filing of nominations, checking of all vehicles including that of Govt. servants should be intensified to contain the flow of illegal cash, liquor or gifts likely to lure the voters. Carrying of cash beyond Rs. 50,000 is unacceptable and lead to confiscation by the squad.
The DEO has also passed instruction to the team to be polite in their dealing and make it clear to all that checking are being carried out in compliance to the directives from ECI.
The Central Expenditure Observer, Pradip Gurumurthy insisted on placing traffic surveillance officers in crucial traffic points and take photographs of vehicle and its number for proper identification. The officers assigned to duties also pointed out their problems and requirements to take up the task.
Mobile court
In Lower Dibang Valley, the District Police along with the officials of District Transport office have been conducting mobile court on regular basis to check the violation of MV Act in and around the Roing township. Till date the District Transport office collected through challan an amount of Rs 1,11,700 as fine since November 2013 last.
Meanwhile, to facilitate the general public and voters to lodge their complaints and to intimate any kind of election related matters to the District Election Office, DEO Roing has opened a BSNL Toll Free No. 18003453608 at DEO’s Office, Roing.
Cash, liquor, ganja seized
In Lower Subansiri district, the Surveillance team and flying squads have intensified its raids to check violation of Model Code of Conduct. The SST led by Debia Tana seized 16200 bottles of beer, 13140 bottles of wine from two trucks, one revolver and 17 cartridges of .32 without license, 13 number of 90/60 INC flags and cash amount of Rs 2 lakhs. Three gunny bags of tobacco products were also seized by the SST Ziro. Earlier the Flying Squads also seized 94 local daos, 27 BJP flags and 03 SBBL guns. So far 9 FIRs have been registered under various sections in the local police station. Flags and posters were removed from all public places to enforce Arunachal Pradesh Defacement of Property act, 1997.

Lifestyle diseases ring alarm bells
ITANAGAR, Mar 21: Although the communication diseases are decreasing with the rapid development in medical science, the prevalence of lifestyle diseases like diabetes, cancer, cardiovascular disease, stroke, mental health etc created concern across the world.
“It is a matter of concern that the estimated prevalence of diabetes in our country is 62.47 per 1000 population, hypertension is 159.46, Ischemic heart disease (IHD) is 37.00 and stroke is 1.54 per 1000 population in India. Apart from this there are an estimated of 25 lakh cancer cases in India” this observation was made by Dr L Jampa, State Programme Officer today. He was addressing a state level seminar on lifestyle disease organized by the department of health and family welfare at Banquet hall, here today. This programme is the backdrop of launching of NPCDS (National Programme for Prevention and Control of Cancer, Diabetes, Cardiovascular diseases and stroke) in the state on November 16, 2013 last by Dr. M Veerappa Moily Union Minister of Petroleum and Natural Gas in presence of Chief Minister NabumTuki at Arunachal State Hospital, Naharlagun. Through this programme, the Govt aims to provide health care services to the people of state through NCD (non communicable diseases) clinic at the district and CHCs. The government of India has launched number of programmes in the country to manage these NCD like National cancer control programmes, National Tobacco Programme, National Programme for health care of elderly and NPCDCS among others, Jampa added.
In his brief speech Chief Secretary Ramesh Negi said the reason for increase in the NCD lifestyle disease is due to invasion of modern technology and culture. “Strategy has to be drawn to bring awareness about the lifestyle disease, particularly to rural populace, women and elderly people as they are the weaker section of the society by aggravating communication strategy through media – both electronic and print. And only by involving NGOs, social leaders, religious society, school teachers, doctors, technicians etc the message can be carried and delivered to the society and help in prevent these lifestyle diseases.”

As the date for simultaneous Assembly and Parliamentary elections to be held on April 9 near, both citizen and political parties are feeling the heat of intensive checking drive for strict implementation of the Model Code of Conduct (MMC) by Election Commission. This year Election Commission of India (ECI) has deployed 50 election observers to monitor election process in whole Arunachal. It’s a big jump as in the last election only 7 observers were present.
The ECI has taken serious note of the earlier report about massive flow of money during elections in Arunachal and has declared 29 Assembly constituencies as expenditure sensitive.
Chief Electoral Officer C B Kumar and his team deserve some patting on the back for strictly implementing the MCC and one can only hope that they continue to work with same zeal in remaining days.
Such is the intensity of checking drive against MCC violation that many politicians are believed to be extremely annoyed with strict vigilance. “Politicians especially the outgoing MLAs who were so used to boss around are the one who is complaining most about strict implementation of MCC. The office of CEO had asked all banks to monitor transaction and whenever any citizen withdraws more than one lakh rupees, the details are sent to CEO office for further action,” shared a govt. official.
Even though regular checking of vehicle is being done in various parts of state as part of the implementation of MCC, it has riled ordinary citizens. “Checking carried out during office hour causes huge traffic jam and only gives harassment to the ordinary citizen. The excessive questioning by police when we carry cash of more than 50 thousand is bit rude. Ever since MCC came into effect, life has completely halted in whole state especially in the Capital Complex. We respect the good work being carried out by election officials but excessive of everything is not good,” said a citizen.
What is most surprising aspect of coming Assembly and Lok Sabha elections is that voters seem least bother about problems concerning them and are talking about voting on clan, religion, area and tribe basis. Before election citizens will discuss at length about various issues concerning people of state. Especially in social networking site and also in various gathering, they will endlessly debate over burning problems and need to choose an honest leader. But as soon as election nears, they will change colour and vote for either cash, kind or on clan lineage.
The political parties and candidates also lack vision and do not inspire the citizens. Most of the present contesting candidates of Arunachal do not seek vote with development agenda and voters too seem least bother about it. On a lighter note, the holding of simultaneous elections has of robed many middlemen and chamchas the chance to mint money out of election!!!
Kumar calls for strict monitoring of election expenses
DAPORIJO, Mar 21: The Central Expenditure Observer for the 5 Assembly constituencies of Raga, Daporijo, Dumporijo, Taliha and Nacho under the Upper Subansiri district, Sudhir Kumar held a meeting with the DEO Tahang Taggu, administrative officers and the Expenditure Monitoring team of the district on March 20..
Kumar explained in detail the rules and regulations put in place for the monitoring of expenses by parties during the election. He advised the team to focus on sensitive items regarding election expenditure and emphasized on the need to check illegal means so that a free and fair election can be conducted in the district.
DC Tahang Taggu briefed on the arrangements put in place for the monitoring of expenses by the political parties and candidates in the district. The Nodal Officer for Expenditure Monitoring, Mino Tayeng also briefed and updated the gathering on the action taken so far by the SSTs, Flying Squads, Video Surveillance Teams and Video Viewing Teams in the district to monitor the election expenditure.

Want a good & effective leadership
Dear Editor,
Only people with integrity, modesty, honesty and maturity will vote for a competent
leader. Others will vote for the "best looking guy in a suit". And every smart politician
knows that these people rule the ballots. Taking India forward is not only the job
of an elected leader who at the end only represents corporate interests, but of every
citizen. India needs a surge of civic responsibility. Unfortunately nowadays doing
anything without a financial reward is unthinkable for most citizens. In China you
bribe to get things done quicker, without a bribe you'll still get what you want
but you'll have to wait for it. In India people will take your money and run away.
So progress starts in everyday interactions between average people in India. Clerks
doing their work, judge’s ruling swiftly -
We all understand need for good leaders. Today’s concerned citizens during these
upcoming polls want leaders with the following skills:-
1. The person should be in Politics to serve the nation and its countrymen and not to serve himself, his family etc. etc.
2. He/she should have well understanding of diversity in India as well as present
eco-
3. As a political representative, he/she should have educational qualification & intellectual capacity to understand his/her responsibilities.
4. He/she should have clear understanding that, to retain India's sovereignty one should think beyond religion, caste, language and should also stop creating issues based on such divide and rule policy.
5. He/she should be capable enough to understand & play Politics at International Level, which will raise dignity & respect for India & every Indian.
6. Last but not least, in due course of time he/she should be able to convince common man that electing 550 ideal, patriotic MP's for LOK SABHA will not solve all problem of this damaged nation, but if 121 crore common man will start following their constitutional duties to fullest extent the change will be fast and everlasting.

Dear Editor,
Through your esteemed column, I would like to write down following line to the political leaders of our state.
Dear political leaders,
I hope you are all wealthy and healthy and are busy in slugging it out for the coming assembly and parliamentary elections. However, of equal importance is the fitness of the state where you and I live. Sadly it has been deteriorating like the nosedive of the helicopter that took life of our managerial Chief Minister year ago.
Politician Sirs, my good name is common son and I’m a student. I have got this letter from my teacher who said that all the top political leaders were public school educated and thus speak English. So, I will not write in the language of a common man fearing it might not be understood.
Sirs, my only plea to you; this time please don’t fool my parents. With your hustle decision of holding election, I have come from my college to exercise my voting right, hoping that, I can choose a good leader.
But I am worried, as after four day journey through railways I reached home. As I entered village, I saw my friend with a whisky bottle. When I asked him from where he bought it, he told me from a liquor vendor in the village itself. My teacher use to tell me that I should be happy that Arunachal is becoming like California. He says there are bars in most of the villages in the west, so why not in Arunachal too? Yes, he also updated about concept of neighbourhood bars of London, and I am proud to say we are matching peg by peg. Our towns have equal number of bars. We have more number of wine shops and bars than bookshop and libraries are almost nil.
Sirs, I believe liquor follow through a steel chain to a bed and folks drink as much as they can during your campaign. I understand your problem that poor uneducated villagers and youth supports those person who supplies more whiskies and notes. But please accept it that you have made it a way to lure voters. I read now and then of those flying Squads, I really appreciate them but please allow them to fly through the villages too.
Sir, I applaud very sharp and honest work of some police officers especially for making the List of the PDS scammers, but perhaps your investigating agent or your babus must have forgotten this case. Perhaps you should ask your babus to calculate the cumulative loss the state is occurring through your fight for power.
Sirs, I would like to enquire you all “Where are we now”? We have already crossed twenty five years of statehood; still we are asking for good education, proper roads, regular electricity and water supplies. These are our basic rights. We owe to have them and you guys have promised to make it available all the time. Now tell me what happened to your promises.
I am surrounded by group of friends and each one has different dreams. Someone wants to be entrepreneur, computer engineers, artist, APCS officers etc. We ask each other “Will we be able to chase our dreams in today’s Arunachal? In other words, will the Arunachal brand of politics that backs only the prawns ever back its creative wealth??
Sirs, I don’t care if you wear long or small underwear; or if your car is MUV or the SUV; or you have amassed much money to drive and mislead the youths. But if you don’t stop ruining our state, historian will be forced to write – ‘When Arunachal Pradesh was plundered by its own’.

Flying squad becomes inactive during night time

Through your esteemed daily, I would like to draw kind attention of authority concerned about ongoing checking by flying squad at various locations in entire state.
To my observation it is noticed that checking is exercised only in day time with full potential whereas maximum cases of colorful hide and seek game is played in the dark night. Intensive checking during day time causes hurdle in traffic movement especially in capital complex. As mentioned above thieves are mainly active during night time.
Therefore kindly do consider public grievances and checking should be intensified in the night hours as well.

Woman representation: double speak by national party
Dear Editor,
Through your esteemed daily I would like to lay few lines in respect of woman reservation in so called national party i.e Indian National Congress and Bharatiya Janta Party. The former have given two numbers of INC tickets to woman leaders namely Smti Karya Bagang against the 9th Chayangtajo A/C and Smti. Gum Tayeng against the 38th Dambuk A/C and made a claim that it has a representation of more than 33% but actually it 3.3% [(2/60)x100]. Whoever has told this to APCC President seems to be lacking knowledge of mathematics or it is also a politically motivated statement. The latter one has not even given ticket to single woman leader completely deviating from their ideology on woman reservation.
I failed to understand, what are the reasons behind giving tickets? Is it winability/loyalty/ monetary donations to party? From above, conclusion can be drawn that so called national party does not stick to its ideology on woman reservation. The role of woman voters should not be taken for granted as they constitute half of total numbers of voters. Last but not the least, all woman voters are hereby enlighten to vote for the party who have been giving fair treatment to both genders.

A good initiative
In a first of its kind, Association of Democratic Reforms (ADR) in collaboration with Arunachal Civil Society (ACS), a registered NGO is going to organize an open debate session ‘Know your Leaders’ on March 30 next at Banquet hall for all the contesting candidates of Parliamentary elections. The debate would be open for any political parties and contesting candidates, who are going to participate in the ensuing parliamentary election.
This debate is going to be one of the best things to have happened in Arunachal election scenario. It is often complained that politicians never indulge in public debate during election time. Voters don’t get the chance to interact with politicians so as to let them know their aspirations and needs. Almost there is no dialogue between leader and voters as most of the conversation are done through crooked middlemen. Therefore this initiative to have open debate among contesting candidates, where even ordinary citizen can participate is great initiative. However it will be interesting to see, how many candidates turn up for the debate?
